Target Coupon Lies in National City

Long story short: I went shopping at Target in National City {Plaza Bonita} with my coupons {like always}, and was informed upon checking out that their coupon policy states that they can only accept a total of 10 coupons per visit.  WHAT?  Are you kidding me?!  {One of the only times I didn't have a current copy of the store policy with me...Grrr...} Fortunately, I only had 11 coupons, and the 11th was for a pack of gum, so I just put that back...

So I immediately came home and went online to check it out, and NOWHERE can I find this written in the policy...would someone please help me out?
